Ok, so here’s my theory:
You know how Gale turns all jerkish in mockingjay? Well I think that he always had something for Madge and went sour against the Capitol because he wanted to avenge her death. Also i think that in hunger games Foxface ate the berries because she knew she wouldn’t win, didn’t want to be killed by Cato, AND wanted to show Katniss and Peeta not to eat them because she’d rather they win than Cato.

Ok, adding on to my gale theory, maybe all through mockingjay gale is feeling confused about his feelings and guilty about liking katniss since madge was gone. Therefore, that is why he took of for district two never to be seen again.
